Portsecurity - Border control
In the Port of Hamburg border control is carried out by the waterways police.
According to section 4 of the implementing regulation (IR, see below) for the law on Port Security and section 33 of the (German) weapons act certain data (crew list, passenger list, "Ports-of-call" list, weapon list) are required 24 hours prior to the arrival of the ship.
Data requirements according to section 4
(1)For the purpose of the tasks of border control the master of a ship coming from a foreign port has to transmit 24 hours prior to the arrival in the port of Hamburg
1. a listing of the crew members, the passengers as well as other persons aboard with details about their
- family name,
- given name,
- nationality,
- date and place of birth,
- kind and number of identity document and
- port of embarkation and disembarkation of passengers and other persons aboard
2. a listing of the last ten ports of call with information on
- place,
- country / nation and
dates of arrival and departure
The conveyance of the data must be carried out as XML-file in the required fileformat (s.b.). This XML-file can be produced with the downloadable Excel-workbook.
The created file should be transmitted encrypted. The following alternatives are provided:
- File transmission by "Elektronische Poststelle" of the e-government portal of Hamburg (http://service.hamburg.de)
A free registration as company is required.
XML file sent as an e-mail attachment to portsecurity@poststelle.hamburg.de (This adress is also usable for additional questions).
The encrypting method S/MIME is offered. You get the public key, necessary for the encrypting with S/MIME, here. Additional information is provided in the help function of your S/MIME compatible e-mail program.

With these data completed by a list of the weapons / ammunition on board, indicating
- kind of weapon,
- calibres,
- manufacturer, trademark,
- model and
- serial number
the master also fulfils the requirements for an exemption from the reservation of a permission in terms of section 10 subsections 3 and 4 of the (German) Weapons Act.
